Like Emily said, a number of shocking facts (or not so shocking to many landlords) have come out in the press recently on how few Americans can come up with a thousand or even four hundred dollar in an emergency....A FINRA study on The Financial Fragility of Renters was just one (with lots of stats).So no downpayment is a big one, as is credit score, and even with those who have resources, they  may want the flexibility to move or freedom from extra work or costs of maintaining and repairing the home.Even items like student loan debt or fear about the economy hold others back (still some out there who feel the sting of the housing bust).

Personally, I would make an agreement to fund small maintenance issues out of Petty Cash, not to exceed $xxx dollars per repair and then require an Itemized Purchase Order (both labor & parts) for repairs exceeding the petty cash limit.

But to get you started, a few inexpensive items you can implement to improve the park quickly - create good rules and regulations for the park and enforce the "No Pay, No Stay" policy; improve the road frontage with a white 3 rail fence and new sign; do not allow dangerous breed dogs.After that, find the money for MHU Boot Camp and attend :)

I would only change these items if I know the area does not see much vacancies or if I replaced everything breakable at the initial renovation phase.
