Currently, the owner pays all utilities.Clearly, it's not ideal to only allow one tenant to control the temperature (which is what the current set up is).

I'm unfamiliar with building codes in Chicago but in Massachusetts where I do HVAC work we cannot allow the tank to be less than 120 degrees as below that temperature bacteria can grow in the tank.

Our plan is to request the 3rd draw next week once the 2nd floor front unit has been completed.The last draw includes the fire alarm system (which is already done), the staircase coming off of the 2nd floor rear unit (which will be done next week) and exterior painting which we can start once some of this snow melts and the temperatures rise a little bit.
