What I would do is check your basement floor first by putting a 3 foot by 3 foot piece of clear plastic down on the floor first and tape around all corners.

OP is a plasticizer  used in LVT in the past or for cheaper production and was banned in 2009 in all vinyl children's toys due to its link to autism.

You can get curtains that will meet the spec, but they're enough money that it would be cheaper to do drywall or paneling at that point.The company that did my sump pump had an add-on offer (which I didn't take up) to install fiberglass reinforced plastic (FRP) panels on the inside of the walls.
