Sure you can go nuts on fixtures but these figures are just for rough ins.There is a few different reason's for this.

This is what drives me nuts, when people try to cheap out on repairs only to pay more in the long run by fixing things over and over again.  

The cartridge itself was fine, as was the handle, but the zinc or pot-metal nut was in 3 pieces. 

Though I'm kind of neurotic and like the extra to be a multiple of 1/12 of the mortgage payment; it drives my wife nuts.

Char has not been unpleasant or rude in any way, but ay, we are going nuts with the little (and not little!)

As someone that has been in the space for 17yrs, it drives me nuts because many of these people are mid-late 20's and have only owned a rental for 1-2 yrs.The point being, assuming you are looking at "approachable" size 2-10 units, generally, that require typically $100k or less as the down payment, you are often competing with many unsophisticated buyers.

Temporary fix: wire nuts and electrical tape. 

People who pay market rents make way more than the median. as for Sacramento, prop 21 (oppressive statewide rent control, sponsored by a nut) just got flushed down the toilet by CA voters.
