I don't know how accurate this is but the word is that inspections include gutters, roofing, chipped or peeling paint, cracked or damaged sidewalk and steps, are among the inspection requirements.The Buildings, Safety Engineering & Environmental Department has begun a Residential Rental Compliance & Enforcement program. 

It gets more expensive because they have to replace the sidewalk and street where the excavation took place. 

For example, sewers, streets, or sidewalks.

If the side walks, Gazebo, benches, playgrounds , etc. 

After buying a property we go a bill from the municipality for curbs and sidewalks that were replaced BEFORE we bought the property. 

Look for those smaller sidewalk and foundation cracks that have been filled in or painted over but not fixed.Alot of people think a house is a house. 4 beds and 2.5 baths and 2000 SF in a certain location and a certain age equals a value.

Often it was non-rent increasing things, such as outdoor pealing paint, downspouts, screens on windows, storm windows, or sidewalk repair.Since we had calcualted INSIDE repair costs to be able to rent out a nice place, we had not thought of some of these other 'outdoor' expenses that the government made us fix.

Also, I forgot to add the current owner had to pay a street assessment recently of about $5k, so the street and sidewalk are relatively new.
