This is a real estate forum so I'm sure that's not as popular. 

I usually paint after a long term tenant just because it freshens everything up, I always use a neutral light color that is popular at the time of painting. 

Obviously land and new construction, specifically FHA construction, is not popular these days so it seems to be extremely difficult to locate anyone with sufficient expertise or specialization in this area.
