Too much risk for a 20-50yr lease/project life.We have similar issues here in West TX where the minerals are almost always severed from the surface estates and oil and gas development is constant.

For example, most 4-plexs for individually metered electricity and gas therefore the tenant pays for them, however the owner still covers water/sewer/trash which can be a couple hundred dollars per month depending on the area.

I have considered adding electric fireplaces to them as I have no natural gas and the chimney repair expenses are prohibitive.
