From my point of view I do not see the boarded up areas of the suburbs turning around for the better with the exception of some pockets...and areas that are closer to the down town core that are the focus of developers revitalization efforts..

Lending in the Hood is dangerous .. just look at the one that Ground floor did on Avon in Atlanta same thing Hood rat property nothing but problems and of course some other colorful issue's but at the core the Portals should not be lending into D class areas and should know better. and the investors going into the deals needed sniff this out up front a well. the are not innocent either.. :)
