@Anthony Boreland if you are looking for around the city "up and coming" that are c to b neighborhoods i'd suggest, brewery-town (north west part of city), Old Kensington/ Port Richmond area is seeing a lot of money put into it.  

We just had the one this year took out the Coast from Port Canaveral to Jacksonville.

I'm going to look at a 10-plex tomorrow....the basics are it's 10 x 1-bedroom apartments, in a U-shape around garden entrances, with street parking.
