As I understand it, new legislation that went into effect this year (SB13) made amnesty programs for ADUs mandatory .... so you should be able to get the guest house permitted without any penalties (as long as bring up to code). 

However, the legality of crowdfunding on residential real estate is questionable, given the new legislation under Dodd Frank and the Safe Act.

@Franky Aikens I am not specifically familiar with the Philly market, but as I understand, Illinois already legislated that wholesalers must have their RE license if they transact more than one deal per year.
