I will be doing the footwork this week to find out what zoining regulations exists, construction limitations exist, permits needed, and most importantly what funding is available.  

I seriously doubt that a state like California would mandate a disclosure that violates federal Fair Housing laws, and I have seen no specific citation to any HUD or Fair Housing regulations to the effect that "quiet" is violative of fair housing rules.

@Sarah Buchanan Each state has different laws and regulations by their oversight committee, so it would depend. 

I believe vacation rentals have gotten pretty regulated in Denver so i would urge you to check that out.Second would be that just because it is a nice house does not make it a greatvacation rental.

@Rita Lo Arlington is considering regulating STR, from what I understand they're contemplating whether or not you can have a non owner occupied STR at all.

He must be a licensed inspector to conduct inspection and he is supposed to follow all the rules and regulations.

Ask the local authorities how you can find out if he's on parole, and what the laws and regulations regarding registering as a sexual predator are. 

They will not issue any new licenses and they will not renew any licenses until they have adopted new rules and regulations, and there is not telling what they may be.
