You can always create a door leading to the W/D from the nearest exterior wall and close in the current set so the other tenant still has a garage but the W/D becomes accessible to both.Best of luck and congrats on the new purchase.

So you never have to deal with any issues of exterior appearance, pests, etc.

The building is in great shape, particularly the common areas, basement, boiler, roof, exterior, electrical, and 3 car garage. 

The parge coat is like icing on a cake, a thin cosmetic layer of concrete used to cover the exterior of the foundation mostly to protect exposure to the rebar.
