Do I need to communicate anything to the county about this?

Currently have a 5 units under me and today already in communication to purchase a 3 family building with a store front. 

Communication with them should be expected to be near zero. 

Are they communicating with you about why it's not renting, what efforts they are making, etc?

If they have stopped communicating in any manner it could be they fell in Niagara falls and are lost.

Stop communicating with friends, family, etc.
