So, my decision to come in low was for multiple reasons: 1) These were C properties in C neighborhoods. 2) There was definitely a lack of maintenance based on the pictures and the google street views. 3) These rent rolls/expenses were a pro forma so I couldn't guarantee that they were on the mark.

This rental amount was included in the valuation on the property as part of the rent rolls.  

If you want to get a loan against the 401k, perhaps you can see about rolling over to new custodian who would allow the loan?

The documentation that my lenders require are typically tax returns (last 2 years), rent roll of all properties, personal financial statement, and leases on the subject property.

Don't forget about closing costs though unless they will let you roll them into the loan.
