While association fees vary all over the place depending on the area and amenities (guard gated, community pools, etc.), most of the properties our clients buy are in the $25/Mo. to $45/Mo. range.

I cleaned out the gutter made sure the downspouts were running clear, installed some cheap clip in leaf  guards from menards and "no more problems"   Good luck!

You have a security deposit, thats in part what its for to guard against a non paying tenant. 

Those are dumb requirements meant to protect the old guard status quo.

Is there any legal way to guard against a disgruntled tenant doing something like running the water 24/7?
