Also, the fan in the master bedroom had a blade with a missing bolt which was causing that blade root to rub against the housing and make a loud noise.

Tell your tenant to call the police if the neighbors are breaking the law in terms of noise, or if they suspect that the husband is getting violent with the wife.

The noise is from movement in the unit, not music, partying, etc.

I've sent noise infractions to the units that other tenants have phoned me about (which is one as of late).
