Has anyone use a government grant for there first property?

Think why an owner would bother dealing with someone to collect 11% when they could put it in the bank and get 10% that is insured by the government in your hypothetical situation. 

I am sure the text for what one can and cannot do from the IRS and any other governing bodies is long and difficult to totally understand and may be open to interpretation - I know many things with the IRS are.  

Your local manufactured housing association as well as the local government entity in charge of titling mobile homes are both good resources to start.

Isn't the conservative platform based on decentralization and allowing states and even more so for local government to have more control?

Stadiums and conference centers often prove to have negative net economic effects - basically government giveaways to private corporations that don't pay for themselves.
