The house was a foreclosure, every window was broken, the plumbing was removed, the aluminum siding was removed as far as they could reach, the electrical was cut at every other joist space though out the basement, the roof was very old cedar shingles.

Conversely, if you know you need about 10 feet of cabinets, 10 squares of roofing replaced, 20 linear feet of aluminum gutters and about 1150 square feet of vinyl plank flooring you can then call around for estimates and get a feel for what market rate is. 

Here are some additional things to check for from an Insurance perspective:- Knob & Tube or Aluminum wiring- Asbestos tile, siding or wrapping on pipes- Lead paint (if the building was built prior to 1980 you may need a Lead Safe certification)- flat roof- tenants with pets (find out breed of dogs)- cracked or damaged driveways or walkways- Stairs with out handrails- trees over hanging the property- in ground tanks (active or inactive)- two means of egress from all units- if smoke, CO, fire detectors are hardwired or batterySome of these will cause insurance companies not to write the coverage while others may turn up as recommendations that you will have to fix.   

If you were selling, would you be more likely to go with the offer that is "all cash" or the one which is "I will buy your place, but I need to sell this other property and scrounge the city for aluminum cans first...". 

It presents (1) the average rent to median income ratio and (2) rent growth for the past 5 years...for 22 Southeastern markets. 

The place I'm buying is less than 5 minutes from Nova Southeastern University, which I understand plans to build a hospital within the next few years.  

Does it have old aluminum windows.

If you move forward with this project, and especially because it is on the 3rd. floor, and difficult to reach, I recommend spending a little bit more and getting a "steel" vent hood - opposed to either a vinyl, or aluminum one.
