I have a pretty detailed application, so I'm hoping I can rank the applicants based on the application, and then verify information through a background check starting with the strongest.

You must always verify what you are being told.Second, in today's environment, you must be a patient investor. 

Not in Texas, but you need to contact the zoning admin and verify what the property is officially listed as with the city.

If so, can you verify that she really is on a fixed income and can't afford it? 

I've joined the two major landlord Facebook groups for Ontario and it's been an eye-opening reading experience.. the mechanics of screening tenants such as verifying income and credit are still a total unknown to me so I appreciate your advice.

You should be patient and verify the data you compile with the picture on the ground with the story you hear from the people you will work with.Feel free to ask deeper questions on here.

This was a very qualified tenant with great references and verified previous landlords.
