My thought is these activities are active in nature and I'm looking for strategies to move some of my expenses move from the passive category to active so I can get some tax benefits against my W2 income.Would creating a Construction LLC be a good idea to implement this strategy?

They are significantly under market (though I would never re-rent them without a gutting) I have calculated their rent increases and will draft a lease that does not implement the increase for 6 months.

If I was making this post a few years back, I would certainly be leaning towards the House Hacking method, but I don't think she'd go for living in a duplex/triplex with other tenants, and considering we have two Australian Shepherds.Anyway, this is where my head is at for our first strategy: Buying our first live-in home as a fixer-upper and kinda/sorta implementing the BRRRR strategy.
