Tenants are responsible for all the rest including lawn care, etc.

The major lawn work is to trim the branches off of a tree in the back yard that is hanging over the duplex.

@Thomas Blaine $700 sounds like a huge water bill unless she is watering a large lawn, etc - have you checked whether there is a leaking pipe somewhere?
