Even though the ONLY way that a tax sale can be reversed is if the entity or person that lost the property can prove that the tax collector missed the statutory public notification laws.. ( ask me how i know this one LOL ).. 

You can prove the leak is fixed.In my experience with different water companies, they will credit you the leaked water amount.Then, if this is a no go, pay the extra water bill and keep proof that you paid it and why.

This means spending 3 - 4 weeks just analyzing, studying and evaluating the market of interest rather than jumping into a sales job day one.2.

Is the city requiring plans and a feasibility study for the zoning change? 

Also study up on lease renewal restrictions and eviction costs in CA and LA or wherever you are buying. 

I do maintenance visits every few months until the tenant proves they are trustworthy and with some of mine, it's just once a year now. 

Pictures work wonders and numerous studies have shown that pro photography pays for itself many times over.4.
