If after adding the additional monthly recurring costs (electricity, gas, water, internet, insurance, lawn care, snow plowing, etc.) to the standard long-term costs (Mortgage, taxes, regular insurance, etc.) the property won't net at least $100 if I can get the average rent I see on FF for that area, then the property isn't worth more investigation.

You state this is 3 units so central air will create problems for you if you are adding AC to all units (who pays electric?).

If you're adding a lot of value to them that really doesn't make sense for Section 8 in my mind.To be honest, it sounds like you have a large reposition on your hands and will be a difficult and long process unfortunately.
