It makes me nervous how upset people are over property taxes and property inflation, because council people could react to those sentiments and enact policies that are not investment friendly when the city needs new investment desperately. 

Someone can correct me if I'm wrong, but I believe changing the actual zoning for a property needs a bill to get through city council meaning you need the sign off from the councilperson and your district and then they have to go get the votes.

If that doesn't resolve, I would set up a meeting with your local council rep and explain your situation and how L&I can't provide any clear guidance or expectations.

Turned down at the RCO, had significant opposition at the ZBA and two letters from council members against the variance so they turned it down.

I've have some luck reaching out to the staff at the local council members office to see if they can ask the right person to move you up the list.

Also complain to your council person about the lack of efficiency and lost money for your business because of PECO.
