For electric, usually tenants pay for it, sometimes I noticed tenants get their own window units when they think the electric is out of line.To give you my own experience, the home I live in, I once had a 15,000 BTU unit, 110 volts in the living room.

I've been leaving the windows open hoping this will help (it's been about 4 days).

It has been very well taken care with the major nuts and bolts like the windows, roof etc being in good condition currently but it was basically treated as "if it's renting and not broke don't fix it". 

He has several code violations including one in both of the garden units has a glass block windows instead of a regular windows.

Give a very short window for them to leave.
