I just let them install them but there is no sidewalk under my windows.  

Thier reasoning is to ensure that a crime is not committed in the future, laughable, you should not walk down the sidewalk because you could cross the street from there and jaywalk, breaking a law!

for my part that's a more likely scenario than a tenant suing you for slipping on the sidewalk in one of your rentals.

We also have to have a new sidewalk poured when one cracks and the enforcement is pretty spotty as you can imagine. 

I'm guessing there is low to be mowed and lots/sidewalks to be shoveled.I'm guessing tenants pay all utilities?

With young tenants, hardly home, their regular garbage fits into a bag the size of a lunch, and when thrown into a 30 gallon pail, get blown over by a slight breeze rolling around the sidewalk and street.

With a multi unit building someone has to clear the sidewalks and driveways for snow removal, someone has to mow the grass, someone has to replace light bulbs and tend to anything else that's in the "common" area.   

The town came and did it.Some time later, the town did an inspection of my sidewalk and demanded several slabs be replaced.

Things that are obvious like cracked sidewalks you cant expect the seller to take care of that but major safety and health related items its more than reasonable to ask for.

I have considered a long driveway but then I'd be required to engineer, pave and sidewalk the primary access road that borders a creek for several hundred feet.
