Yea, but old house, I had to get furniture through the WINDOWS on 2nd and 3rd floor (stairways very narrow).

He has provided locks and keys to the tenants to have the property safe from others.Most stairways are not locked up and anyone can enter them.Is there a chance that the other unit is vacant and he went through that side?

Typically you will only be able to build stairway access to reach the deck and not a room up there. they generally do not allow for “livable” space on the deck level. although I have seen developers sneak in bathrooms up there which is an awesome idea.
