You want to make sure they are properly installed and you don't want tenants moving large appliances in and out of the house as it will cause damage. 

So, if the tenant doesn't pay, skips out after damaging the property, and it stays vacant for two months it's OK because you don't owe anything on it.

b) How do they (Cali Govt) deal with the damage, both in terms of who gets the blame and also where do they get the money?

Naturally you need to charge them for any damage to incldue smoke damange

While this isn't Sanibel, Matlacha, or FMB, the hurricane damage was no joke. 

Plus, there was lots of damage in a short period of time from those instances.That's okay because I have great support from my property management company, PPMG.
