In most places you can deny on credit and criminal history. 

My tenant has no evictions or criminal history.

Financial, Criminal History, Former Landlords critique, etc.

Beyond that, terminate the tenancy based on your lease (you should have a clause in there that permits eviction for this kind of behavior).

It's deterrence vs catching the criminal.

I am currently in the process of filing lawsuits against all of these tenants on behalf of my clients, and I am hoping we can add criminal charges onto the civil suits.
