The tenants are using the FHA/HUD laws to circumvent the normal requirements.I knew about the ADA laws and have had tenants in wheel chairs/blind/deaf that truly needed a trained, certified dog, to help them with their daily functions.

If you have a letter of medical necessity relating to the flooring, that sounds like you may have an ADA claim to level against the HOA for failing to provide a reasonable accommodation.

your 88k can yield a better rate of rental return there, i would only consider vegas if you're also eyeing on appreciation as well - but that may be vanished now, due to the crisis for the foreseeable future 💁♂️Don't get me wrong, im still buying here (looking at a 100k condo tomorrow morning actually), but mostly for a flip - not surr this would also work ad a hold.
