You must be pretty good friends - most veterans (including myself) would never let a non-veteran assume their loan b/c the VA loan entitlement is not restored until that loan is paid off.

How do you know if a neighborhood is C class as an out of state investor? 

That’s 3 months of mortgage out of pocket and can make Chas flow negative. im also curious if people have experience doing section 8 in b neighborhoods or just c and d

In general you are looking at C grade in some parts of Parkville as well  as Dundalk, Essex, and Middle River. 

Now this property is in a class C neighborhood with a calculated 11% cap rate estimated.

"C" markets, it is not feasible to build more there.
