You are most likely having trouble as you aren't on title for ownership of the property.

If they actually live there and aren't up to anything too sketchy, they shouldn't have any issues with you screening them.

You really don't want to buy this liability if you aren't being paid for it.Either way, Seller will be stuck with disclosing the unpermitted work to future prospects which should be motivation to resolve the issue.
