I am planing to purchase my first multifamily property in which i can house hack by the end of 2020, i am looking to purchase the property with a 0% down VA home loan.

More than 95% of my properties that I manage for homeowners are a plane ride away. 

I am no accountant, but the general rule of thumb for deductible travel is:1 - You’re “traveling” when you’re away overnight or long enough to need sleep.2 - “Business days” are those you spend traveling to business destinations, days where you spend the majority of working hours on your trade or business (four hours and one minute), and days where your personal presence is required at a particular place for a specific and bona fide business purpose.3 - “Business day” costs include 50% of meals plus 100% of lodging, local transportation, incidentals, and your first load of laundry and dry cleaning back home.4 - If your spouse is a bona fide employee, traveling for a bona fide business purpose, you can deduct their costs.5 - Save receipts for all lodging and for any expense over $75.6- Transportation costs include cars, planes, trains, and boats

I'm planing on moving this time next year so we will see how it goes. 

Where the floor joist cupping was bad, we had to cut out the floor and plane down the floor joist high spots.

Finally, bill-back is likely the most difficult value-add to implement, and thus it should be left off the table and planed on as a bonus only.

@Matthew Rayl connected with a broker on a plane to Mexico few days ago and currently helping older military couple us VA loan for investment property near SDSU area (Where i live).

I googled the zip as stated you have some very nice areas in that zip and the worst areas of the city. you will notice Hawkins field  ( airport) I had my Plane based there when I lived there for a year. its in the hood... if you get far north of Lake Hico not to bad  I owned one on Glenn ridge but again like so much of these areas its simply block by block
