I just had both of these issues myself, a leaky kitchen sink and a non-flushing toilet.I had the toilet replaced for the reason you suggest, it's the same cost if not cheaper to get a whole new one than to replace parts and risk it happening again.I've seen $300 as a common amount held with property managers here in Indianapolis for maintenance and repairs. $100 seems very low.
