The PD is just an organization that doesn't want to get between a tenant and landlord.Get a lawyer worth his salt to explain in detail what you can, and cannot do.You clearly don't understand property owner rights and tenant rights.

So if I seller finance 10 SFDs to another investor, they expect it to be originated as a salt n' pepper deal, nothing that a bank would even build into the deal such as partial releases, assignments and releases of collateral, offset provisions or periodic lum sum payments based on other receivables or incomes.

It would suck to find out water heaters, appliances, pipes, a/c's will be going out in 6 units within a couple years- maybe thats why the owener is selling.Painting is ok, but make sure they are not painting rotten wood, CC is right next to the ocean and salt water is brutal.In CC i would definetly check the flood plain and make sure that flooding wont be a issue aswell.

The BBB I would take that with a grain of salt since there are people that are unreasonable and complain about anything and also blame others for their own failure with his wholesaling system when in fact maybe the problem was them who just did not follow instructions or some other reasons that may have caused them to fail at making it work.As you see I will not crucify him totally or rather completely think his system is not any good, I leave room and give him the benefit of the doubt until he steps up to the plate takes this challenge and proves his system is worthy of purchase.
