I use third party vendors to service the air conditioners twice a year (summer/fall)We also teamed up with an air filter company that will mail filters to our tenants every month with our logo and date stamp  I text and email tenants on New years day to change out the smoke detector batteries I have all my homes professionally inspected with a report and photos prior to move in, move out and renewal time.

I've had tenants take light bulbs and smoke alarm batteries before, but never anything like you just experienced.

Okay some of the units I am reconditioning are for the most part fine just carpet and paint,1 toilet,etc.One of the units is more worse off.They stole some of the copper plumbing but not too much.On the electrical the breaker box is in the kitchen on the main level.The 2 big wires comes in they did not touch.All the white ROMEX coming out of the breaker box they cut and took out.If you look up through the wall and into the light fixture (long shop light kind) you see they only cut out about 5 feet.My question is can't an electrician just run new into the breaker box and then connect to where they cut 5 feet out??

If you get a quality system that you can configure to record on motion or all the time with high quality cameras that you will never have to change batteries on I think you will be much happier.My digital watchdog cameras cost between $250 and $500.
