If it is in a hard to rent area, then it might make it easier to rent.Check if it has been painted, if not, cover the flooring, spray it down (use a mister), wear a mask and safety goggles to prevent breathing it in or getting it in your eyes and then gently scrape it off.

Then once it's painted you'll be forever committed to a an unnatural-looking rock wall with peeling paint, as paint doesn't stick well at all to porous surfaces.

100% financing at 4% = yes most likely equals scam100% purchase/rehab cost is not unheard of, but thats probably no longer available at the moment, a lot of private lenders are peeling back and being more conservative at this moment on fix and flip loans.

They will reject a loan for a little bit of peeling paint, a cracked window, uneven sidewalks, wobbly hand rails - and that list goes on and on.In a conventional loan they typically only want to be sure that the major systems are functional.
