We were aware of alcohol and drug abuse as being considered as mental disorders, but not hoarding.

I am looking for more details on that AND also on how to do the exact same thing with BHPH car dealers.

But having been a GC & MH contractor, dealer, developer and RE broker for the past 3 decades I can tell you first hand that I avoid customers like you like the plague.

I manages the property and had to evict an older couple for dealing drugs.

There are some “hot” areas (as my contractor calls if for trouble areas- drugs mostly).  

I am a car dealer who never invested in RE before but saw banks selling houses for far less then the cost to build them. 

As a result, the city as a whole, was cleaned up but at the expense Kensington, which saw an influx of drugs, garbage, and homeless encampments.  

The agent basically said it was comparable to the drug laden prostitute riddled Kensington.

Another method was to go visit car dealers.
