If so, concrete prices are crazy if whoever does it gets a truck there are minimum delivery charges which I'm thinking are something like $500 by itself.  

I am Familiar with Rochester a little bit as I drive out that way and make deliveries for work out there weekly. 

The main concern with TOPA is delivery and tracking receipt...sometimes when the title insurance is underwriting the file, they will hold up settlement and require additional paperwork and possibly redelivering TOPA notices. 

I believe you're going to have an issue with only delivering your letter via email and hand delivery. 

The GC for short is typically responsible for creating the SOW, providing project costs, and managing the construction of the project including hiring and managing the subcontractors, organizing tasks and schedules, and purchasing materials while coordinating deliveries. 

I would still handle all purchases and deliveries.
