Talk to zoning about possible simple storage structure.  

While originally this tended to just be simple geographic area like a city, zipcode or subdivision, you can now get quite a bit more sophisticated.

My extensive experience with heirs and probate tells me that nothing is as simple as just buying your BIL out.

Start talking to other lenders, plain and simple... you preapproval does not hold you obligated to anything.

If you don't test, you run the risk of the tenant buying a DIY test kit that is less accurate.
