This may be your best bet as it lets you hold off on formation, but its important to make the title company and the lender aware ahead of time so they can update title and prepare the loan docs with the correct entity name.

In either case, if you call the employee listed on her voucher or annual renewal notice, they're usually happy to run the numbers ahead of time and let you know exactly what will happen, though they obviously wont encourage you to raise the rent over the limit even if they wont actually reject the increase. 

@Gino Cerrone big congrats on getting after it like that, I'd say you are way ahead of most people your age and certainly ahead of where I was at that time. 

I'm in no rush to move out and would only consider it if there was a strong enough reason (better income, good job, marriage, etc.)
