I made an offer on a foreclosed property that needed everything redone (roof, hvac, windows, kitchen remodel, paint) and they came down a whooping $4,000. 

Lights may just be a couple to give better lighting in the kitchen or in the bathroom for better light when a lady puts on make up each day.

For example, the house you like is $80k the rehab cost is $35k (new kitchen, baths, floor, roof, paint, etc). 

Each unit has it's own kitchen, living room, bedroom and bathroom.

.- Exterior paint, interior paint - HVAC and water heater appear new, roof appears new- Interior has some water stain marks, replace drywall patches- Replace kitchen with modern cabinets, granite, appliances- Oak floors downstairs hopefully can be refinished- Replace carpet upstairs with composite flooring or nice carpet - stairs are carpeted!

The chef in this kitchen is the economy and real estate markets.  

It also seems to have original kitchen appliances.

This is a red flag that the landlord is trying to get the money out of my unfairly.Faucet: The faucet in the kitchen broke down within a week before the move out date and there was a water leak.

I think it depends a lot on your finishes and on what you are rehabbing (kitchen vs. living room for instance).
