Although not uncommon, I agree with you that having such an agreement really reduces the PM's motivation/incentive to get the tenant to pay on time since there is a built-in financial incentive when they pay late.

@Dave Antonelli I am not sure how ND laws are for tenants, but here in Massachusetts, it's not uncommon for landlords to pay / help tenants to leave and move out.Personally, I wouldn't like to spend a day in court (I do have another full time job), much less have to deal with someone waiting for a court date for 3-6 months without paying monthly rent.
