Also we are planning on ripping the oil furnace out and putting in a high efficiency gas so I feel as though I should play hard ball and tell him to take his fuel which legally he can do before closing, if that is the case the PVC vents could go away however that's only worth 200.

It sounds more like he is fishing for a sucker to make an offer without him giving an asking price or letting you view the property than you dropping the ball.

Ask them if they have 15 minutes to talk to "compare notes" about the situation.If they don't live near by, then it's a different ball game you'll have to try this over the phone (much harder) and might get hung up on.
