Can I just remove the fluids - deep clean with Clorox and then repaint the unit?

If they stay there for 3 to 5 years expect more paint issues, (and possibly a repaint to refresh the unit that you pay for).If it were mine, and they don't mind the scrapes, I'd just leave them and see if they fall under the owners time to repaint category.If you have to turn the unit without (it's time to) repaint, then I'd have them pay at exit. 

I rehabbed the property by cleaning out all the junk, repairing dry wall, misc. small handyman jobs, repainting the interior, re-doing tile on one bathroom floor, doing hardwood-style laminate throughout, replacing the butcher block countertops with laminate countertops, and swapping out a few appliances.

@Logan Aardrup Your “oh sh$t” account IS your capex...you need to put a reasonable amount in for that, and for repairs/repainting between tenants.

Don’t think we will hit our 5 home goal by eoy but definitely enjoying the learning experience and process to get there.BEFORE...We replaced the hvac system, the whole plumbing, some electrical, base boarded the whole house, replaced doors, painted everything, cleaned out and rehabbed the basement, tiled up 2000 st ft, removed over 1000sqft above ground pool, repaired the roof, re shaped the porch, sanded and prepped the bottom portion to put stone, plowed the dirt to put seeds, repainted the complete interior and complete exterior, and got appliances.

I had two separate clogs in the plumbing the carpet was filthy and the place needed completely repainted .

Replaced bathroom floor, repainted interior and exterior, new roof.
