They always need units painted or cleaned or fixed and always have hard time finding people.

And you will find folks all react differently I have had them move right away and leave it broom clean..

And they say it's very clean and nice where they live at and invest at.

In two months you can only clean up, paint and carpet, maybe a few other easy things (there is always something!). 

I understand that this is a weird situation and there is no clean solution, but I see it working.
