Baltimore City has a final City Council meeting at 5:00 PM on Monday 11/19/18 to vote on the bill 18-0189 (Short-Term Residential Rentals - Regulation and Taxation).

There is a grandfather clause that lets properties stay at their current occupancy limit for the next 5 years, but as of the second reading at the last city council meeting 2 weeks ago, it wasn't clear whether that grandfathering conveys with the sale of the property.Be sure to reach out to the Property management companies directly and request your own projections, ask your own questions, etc.

Zoning and city council etc make those decisions, and there won't be any exceptions unless they decide, like many cities made changes allowing ADU.
