Would it be acceptable to state in the policy that when a group of renters attempts to rent the house (i.e. college students, girlfriend, boyfriend, and a sister, or whatever) all possible combinations of 2 people must make enough money to equal 3 times the rent? 

Update on next/2nd purchase... my dad is buying out his sister and brother for the sole ownership of my grandparents house in Worcester county.

My landlord is my sister whose family had to move unexpectedly due to her husbands job relocating them so they had me rent from them so they could leave a lot of their belongings at the house without taking too much with them since the move was only supposed to last a year and now it is longer.

I have a non-occupant cosigner (sister).2 lenders I spoke with told me I would need 15% down, instead of the 3.5%, as a consequence of having a cosigner.
