The reality is the opposite - if it's not in writing then the PMC doesn't have to provide the service or can charge extra for it!

I am in PA and yes, it is legal to charge late fees to your tenant regardless of Section 8 subsidies or not, provided the tenant's lease allows for them.

Contract does state: "Nothing in this Contract shall be interpreted to permit Seller to provide false, misleading, or fraudulent information to Buyer." 

The software doesn't provide that level of granular detail that can mean the difference between 2k and 3k a month.
