You have to make sure you follow the STR permits laws though.

We definetly would face similiar issues with facebook regarding discrimination issues.

and I think there are several remedies to resolve this - and the developer and the city's business/permitting services both have liability here. 

What happens if you don't get title insurance is not an issue now, but on the sale of that property later. 

Like @Sarah Miller and @Marcy Albrecht said, you can buy places within the city limits but it's still about location. with that said, i'm always looking out for my end game. one of the issues with buying in certain parts of canton is that when you decide you're done, you may not be able to unload your properties.
